On 20 May 2017, Stephen Costello, an amateur cyclist who competed in the Stone Wheelers 25-mile Race, was subject to an In-Competition test under the Anti-Doping Rules (ADR) of Cycling Time Trials. Mr Costello’s urine sample tested positive for multiple Prohibited Substances, namely 1,3-dimethylbutylamine, osterine and GW1516.
The NADP Tribunal consisting of Mark Hovell (Chairman), Lorraine Johnson and Carole Billington-Wood determined that Mr Costello failed to establish that the Anti-Doping Rule Violation was unintentional, imposing the standard sanction of 4 (four) year’s period of Ineligibility.
Mr Costello’s ban will run from 16 April 2017, when he was provisionally suspended, until midnight on 15 June 2021.
