Cricket Regulator v Keith Barker
A decision in the case of the Cricket Regulator (CR) against Keith Barker has been issued by the National Anti-Doping Panel (NADP).
Professional cricketer, Mr Keith Barker was charged by the CR with committing Anti-Doping Rule Violations (ADRVs) under the England and Wales Cricket Board (ECB) Anti-Doping Rules (ADR) pursuant to ADR Article 2.1, in that a Prohibited Substance, Indapamide, was present in the Sample he provided during an Out-of-Competition test on 22 May 2024, and ADR Article 2.2, in that he used a Prohibited Substance, Indapamide, on or before 22 May 2024.
The National Anti-Doping Tribunal, comprised of David Sharpe KC (Chair), Terry Crystal and Colin Murdock, was appointed to determine this matter.
Mr Barker admitted the ADRVs in relation to ADR Articles 2.1 and 2.2. The issues before the Tribunal were to determine whether Mr Barker acted with intention, whether he bore No Significant Fault or Negligence, and the period of Ineligibility to be applied.
The Tribunal determined that Mr Barker had established the source of the AAF, which was ingestion of medication for hypertension that contained Indapamide, which was prescribed to him by his GP and known to his club doctor. They were also satisfied to the standard required that Mr Barker did not act with intent however, the Tribunal found Mr Barker had failed to satisfy the “utmost caution” test.
The Tribunal concluded that Mr Barker bore No Significant Fault or Negligence for his ADRVs and imposed a period of Ineligibility of 12 months. Mr Barker received credit for the period of Provisional Suspension; hence, the 12-month period of Ineligibility was set to run from 4 July 2024 and end at midnight 3 July 2025.

The National Anti-Doping Panel is the United Kingdom’s independent tribunal responsible for adjudicating anti-doping disputes in sport. It is operated by Sport Resolutions and is entirely independent of UK Anti-Doping who is responsible for investigating, charging, and prosecuting cases before the NADP.
