The Football Association v Lucas Paquetá

A decision in the case of The Football Association against Lucas Paquetá was initially issued by the Independent Regulatory Commission following a hearing held between 17 March and 4 June 2025. The Independent Commission consisted of His Honour Phillip Sycamore CBE (Chair), Christopher Stoner KC, and Stuart Ripley.

Mr Paquetá faced four alleged breaches of FA Rule E5.1 relating to his conduct during Premier League fixtures against:

  • Leicester City (12 November 2022)
  • Aston Villa (12 March 2023)
  • Leeds United (21 May 2023)
  • AFC Bournemouth (12 August 2023)

The Commission found that the FA Rule E5.1 charges (Charges 1–4) were not proven and therefore dismissed. However, the FA Rule F3 charges (Charges 5 and 6) were found proven.

A further hearing took place on 17 October 2025 and the Regulatory Commission determined that the appropriate sanction to be imposed on Mr Paquetá, for his failure to comply with the requirements of FA Rule F2, was a reprimand and a warning as to future conduct. The Regulatory Commission also ordered that the FA should pay 90% of the costs of the Regulatory Commission, and Mr Paqueta should pay the remaining 10%.
