World Athletics v El Mahjoub Dazza

A decision in the case of World Athletics against El Mahjoub Dazza has been issued by the Disciplinary Tribunal. M. Dazza is a Moroccan athlete, specialised in long distance running, particularly marathons.
On 3 December 2019, the Athletics Integrity Unit (AIU) informed Mr Dazza of an abnormal Athlete Biological Passport, offering him the opportunity to provide an explanation for the abnormal values and variations in his profile. Considering that the explanation could not justify the abnormal profile, the AIU subsequently informed the Athlete of the Notice of Charge for committing an Anti-Doping Rule Violation as well as the imposition of a Provisional Suspension.
The Disciplinary Tribunal consisting of Patrick Grandjean (Chair), Despina Mavromati and Julien Berenger determined that an Anti-Doping Rule Violation (ADRV) was established pursuant to Article 2.2 of the 2019 IAAF Rules. As a result, a four-year period of Ineligibility was applicable. The panel also ordered that the period of Provisional Suspension imposed on 10 January 2020 and served by Mr Dazza prior to the effective date of the decision must be deducted from the period of Ineligibility imposed.

Une décision a été rendue par le Tribunal Disciplinaire dans l'affaire de World Athletics contre El Mahjoub Dazza. M. Dazza est un athlète marocain spécialisé dans les courses de fonds, en particulier les marathons.
Le 3 décembre 2019, l'Unité d'Intégrité de l'Athlétisme (« AIU ») a écrit à M. Dazza pour l’informer d’un Passeport hématologique anormal, et lui offrant la possibilité de fournir une explication quant aux valeurs et variations anormales de son profil. Considérant que l'explication ne pouvait pas justifier le profil anormal, l’AIU a par la suite informé l'athlète de la Notification de charge pour avoir commis une Violation des Règles Antidopage de l’IAAF (« ADRV ») ainsi que de l'imposition d'une suspension provisoire.
Le tribunal Disciplinaire composé de Patrick Grandjean (Président), Despina Mavromati et Julien Berenger a déterminé qu'une ADVR a été établie conformément à l'article 2.2 des Règles de l'IAAF de 2019. En conséquence, M. Dazza a été sanctionné par une période d'inéligibilité de quatre ans. Le Tribunal Disciplinaire a également conclu que la période de suspension provisoire imposée le 10 janvier 2020 et signifiée par M. Dazza avant la date d'entrée en vigueur de la décision devrait être déduite de la période d'inéligibilité imposée.
